About me
Hello! My name is Sidney Liang. I am running for City Council in District 7. For over 30 years, I have been a community advocate for Lowell’s neighborhoods and have resided in the Acre neighborhood since 1987. It’s time for the City of Lowell to prioritize our quality of life and well-being. Everyone deserves to have their basic needs met: safety, improved health and mental health, increased community capacity, and holding City Hall accountable for all fiscal responsibilities that align with our livelihoods.

I am a Cambodian refugee who bravely escaped the oppressive Khmer Rouge regime alongside my late mother and younger sister in 1979. Since 1983, I have thrived in the United States. As a respected member of the Cambodian community in Lowell, I have tirelessly advocated for peace, accessibility, equity, and a sense of belonging for everyone. While balancing full-time work and my studies, I earned my AS from Middlesex Community College, a B.S. from Franklin Pierce University, and a Master's in Public Administration from Suffolk University.

I emphasize empathy and transparent communication to create a nurturing team environment while strategically aligning with our core values of realizing the American Dream.
I possess experience in budget oversight, financial forecasting, and contract management. I have a proven track record of resolving community challenges or conflicts through innovative solutions that comply with local and organizational policies, including community standards.

I have decades of volunteering experience, building relationships with stakeholders in state, regional, and community-based agencies. Most importantly, these volunteering efforts were to advocate for, empower, and support community members in becoming socioeconomically self-sufficient. Individually, we can be self-reliant, and collectively, we will improve our district.

Lowell is one of twenty-six Gateway Cities in Massachusetts. Quality of life sometimes does not apply to us. As taxpayers of this city, we deserve a better, improved quality of life for our children, neighbors, and the city. I want to work with the city, local, and state stakeholders to make District 7 better!
Vision and Goals
I strongly believe that blending our cultural and traditional values with American values is essential for achieving the American Dream. Lowell is our home, not merely a residence! I imagine District 7 as a vibrant economic hub with improved health options, enhanced job opportunities, and quality education for our children—a true home.
As your city councilor for District 7, our community will be at the heart of every decision I make. My mission is to create a fairer, stronger city where all residents share in the challenges and opportunities, build a more sustainable economy, and build a community where our citizens live longer, healthier, happier, and more inclusive lives.
